Seeing Error 0x8007016A along with the message “The cloud file provider is not running” means Windows is struggling to communicate with OneDrive. You usually see this when you try to open, move, or delete a file that is stuck in limbo between the cloud and your local hard drive.

This issue is almost always tied to the Files On-Demand feature or a paused sync engine. Here is how to banish the error and get control of your files back.

Fix 1: Resume your sync

Sometimes the simplest answer is the right one. If your OneDrive syncing is temporarily paused, the cloud file provider cannot run.

  1. Click the OneDrive cloud icon in your taskbar.
  2. Look for a pause symbol over the cloud or a message saying sync is paused.
  3. Click the gear icon and select Resume syncing.
  4. Wait a few moments for the connection to reestablish and try opening your file again.

Fix 2: Turn off Files On-Demand

The Files On-Demand feature saves hard drive space by keeping files in the cloud until you need them. When this system glitches, it causes the 0x8007016A error. Changing this setting forces OneDrive to download the files directly to your computer.

  1. Click the OneDrive cloud icon and choose Settings.
  2. Navigate to the Sync and back up tab and click on Advanced settings.
  3. Look for the Files On-Demand section.
  4. Click Download all files or toggle the feature off depending on your specific version.
  5. Let the files process and download to your computer, then try interacting with the stuck file.

Fix 3: Reset the OneDrive application

If the app is actively running but Windows still claims the provider is not running, resetting the sync engine will clear out the bad communication channel.

  1. Press the Windows key + R to open the Run box.
  2. Copy and paste this exact command: %localappdata%\Microsoft\OneDrive\onedrive.exe /reset
  3. Press Enter.
  4. The cloud icon will vanish from your taskbar. Wait a minute or two for it to restart.
  5. If the icon does not reappear, open the Run box again and enter: %localappdata%\Microsoft\OneDrive\onedrive.exe

Fix 4: Install pending Windows updates

A corrupted or outdated Windows build can occasionally break the background services that OneDrive relies on to manage cloud files.

  1. Click the Start button and open Settings.
  2. Go to Windows Update.
  3. Click Check for updates and install any pending packages.
  4. Restart your computer and test your files again.
